Yes, it is indeed "in the eye of the beholder".

But maybe one could give the example "opera music"; I mean, you need
to follow the plot in order to understand the meaning of some musical
parts. But a new opera play is still art even before having been
performed in public for the first time. Another example would be
ethnic (folk) music where the listener might need to be comfortable
with a certain tuning, or a specific instrument's cultural heritage,
in order to *understand the art*.
