I bought a Furman Elite-20 PF -i.    It is a super power conditioner/filter, designed to use with computers,  amps, digital, analog , audio visual gear etc.
It really worked for me.   Its not cheap, but you might find a deal on eBay or somewhere.

I literally can't record because of it.  It comes out of my amps by itself, my computer with guitar plugged into it directly, etc.   It is not my guitar cables, or the ground in the guitar. I have eliminated these as the source. It is most definitely caused within the circuit of the wiring in my house.  I have no reastat light controllers in my basement, which was the cause of the noise when I was upstairs, but turned them off.    There has to be something, or this will me insane.
