I figured it out.  When the repeater formats a card it installs 2 folders: 
An Electrix folder with
a repeater folder inside that.  I was copying the 1.1 software update to 
the 
repeater folder.  bad move.  So
I got rid of the folders and left just the 1.1 update.  Worked like a 
charm.
