Erm, no it's not exactly this.
sampling rate will govern the highest frequency the system can reproduce, which is at best, with good converters and filters, half the sampling frequency. Regardless of mono or stereo operation.

With a 48 kHz sampling rate, frequency up to 24 kHz (that no one hears) will be reproduced.
WIth a 24 kHz sampling rate frequency up to 12 kHz will be reproduced which is below most ears ability (mine give up around 17 kHz) but mostly no guitar will have anything to perform above 12 kHz.

And it has then an effect on the looping time: lower sampling frequency means smaller amount of digits for one second of sampling hence more looping time for the same amount of memory (than in 48 kHz).
