KCS Omega open mode (Atari software runnable on a win box using Steem
emulator) lets you do this part. You can make as many loops as you
like, but they won't automatically sync -- each loop will be as long
as you play for. You can get as many loops going as you want and
stop, start, mute and unmute them.

Doesn't do this, You'd have to abandon the notion of the software
being aware of bars and beats and just think of it manipulating
chunks of MIDI data.
