Yes.  Pan is even worse, the middle two rows are both "center" so you
effectively get 7 pan values.  I guess this would be adequate for a
lot of "dance" music.

But this is just how Ableton has chosen to use the pads.  Other
applications can use the pads differently, for example using the
entire grid as volume for the currently selected track arranged with 0
in the lower left and 127 in the upper right.  That would give you 64
steps.  Still not likely to replace pedals for some people though.
