Hey Matthew, I'm in a project now where I'm using a lot of sampling, and looping. I haven't found as much on the subject as I would like, but there is some information about the legal crap at http://www.brokersys.com/~musiclaw/topics.html there is a link about sampling there that I found informative. I think the whole thing is wide open...you can do what you want (within reason), but there is no law as to how much the publisher can charge if you put it out your work for sale. I went sample happy, and now, I've been completely creatively stiffled just trying to cover my butt on the legal end.
