Oh no.  In fact, Symbolic Sound just released a new version, Kyma.5, which 
runs
quite well under Windows  (as well as Mac).  But since the Capybara 
hardware
accelerator is required, I wouldn't call it a wintel solution.

I've never used Csound though I've read quite a bit about it.  Good 
suggestion!
