repeater format reverse engineering project

I am very interested in reverse engineering the file format format for
the late lamented Electrix Repeater.


I do not have enough time to do this whole project on my own so I am
willing to split the task as follows.

If someone is willing to do a lot of the experimenting part
for the reverse engineering of the format
(and I can help with that too -- I've done it before)

then I will write a Java program or a set of Java programs
to convert the format back and forth to .WAV files
(and do the cutting and offsetting that might be needed).
