Thread indexing

It seems that recently a lot of people have started responding to
threads not with a subject line of "Re: [thread title" but with a post
having just the thread title, as if it was a new posting.  This makes
it hard to track replies to a thread and causes the archive to not tie
the follow ups to the parent.  Is there some new mail software making
the rounds that does this, or have many people decided to stop using
"Re:" in their subject lines?
