Lossy output mp3 encoded stream - reference ISO code used

 I even tried using

ISO mp3 sources (distribution 10) :

 ( Downloaded the same
from : mp3-tech.org
-> Programmer's corner -> Encoding engines
source codes)  to compile and execute the same. It works with all
the bit rates no crashes appearing. BUT the output encoded mp3 file is
nossy. Let me know if there is any fix to this problem
