Which issue of Computer Music has the 100 best freeware plug-ins?

Is it 23 or 30? It looks like this is just coming out and has yet to
reach the US:

I was confused because last year Rick Walker pointed out the issue
number 22 was all devoted to plug-ins (thanks Rick!) and I didn't
realize at first that there is a new plug in issue this year.
