I think it means stepping outside of a (percieved) boundary and trying something new. As a marketing label it points to music that doesn't follow current or traditional marketing terms. Used on a personal level it is even more subjective.

Thats because it doesn't really mean anything. I know a blues guy that is "experimenting" with bIII chords. He thinks he's a fucking genius.
