Modul8 is technically live video mixing software, but when you're dealing with video clips those are basically loops.  It's a pretty cool program, it has midi functionality and a lot of BPM sync-ed video effects so it can be pretty 'musical' as well.  I feel like I've only just scratched the surface myself but its big fun so far.
