Well, with your requirements, something like the Boss RC-20XL or the 
Digitech Jamman might do it for a reasonable price. For resampling etc. I 
guess the Elctro Harmonix might be an option.
The new Boomerang III sounds promising. But seeing is believing. It has 
been announced so long...
The Boss RC-50 has a lot of possibilities and some limitations. It is not 
easy to use in the beginning and some people/reviews get discouraged 
before discovering.
Depending on loop length a Delay pedal could also work... A DL4 or 
MultiFXpedal might give you addtional options for manipulation...
