Musolomo would do exactly that, but it never made it to Windows.  Mac-only, I'm afraid.  :(

Hard to believe there's not something out there for WinVST.  Have you tried a search through the KVR-VST site yet?

I know this is my answer for everything, but Usine's sampler module can dowhat you want pretty much out of the box. Usine is also free (if you don't need the advanced patching capabilities) and can be used as a VST effect in other hosts.

Alternatively, I would think you should be able to hack something out with Bidule as well.  Shouldn't be too complicated with either of those packages, I'd imagine.
