No. You need a computer with the SoftStep software to program the pedal, absolutely.  Their Mac software has been coming out faster than Windows as of late, but they'll catch up.

Yes. After the initial programming you can operate it in standalone mode.  Not all features are supported in standalone, but most are.  Todd has a few vids with it in operation.

I still can't do standalone mode because I am on 10.5 Leopard (works in 10.6 Snow Leopard).  The software crashes when I try to "Download" my settings into the pedal's memory.  I've heard they are fixing that too.

I like the feel of the pedal.  I am a rhythmic loopster with 2 EDP's. The timing of my presses is much better with the SoftStep than the TGE04 Echoplex Foot Controller and the FCB1010 (for sure on the FCB).  That is what I like the best.  I also like that there is no noise with the presses.  I like that it is 1/4 of an inch off the ground right there for my foot.  I could see the rubber wedge idea being something I would want to try for sure though to elevate the back row.

I don't like the software, it is confusing.  Looks like a fighter jet cockpit to me.  The manual is not that detailed or organized.  Not to mention the bugs out the wazoo.  I, and they, will figure it out eventually.  

Once this neat-looking pedal works for me I plan to do a lot more playing around controlling vox fx (midiVerbs) using the pressure sensors [sic], latching, yada, yada, yada. 

BTW if you're willing to do some digging there have been a lot of SoftStep threads on this list, on the Yahoo SoftStep list, and a bit of info on the Keith McMillian user forums.  Mostly frustrated cries for help and complaining, but a few bright spots.
