Its the language  Chord Progression.   

Capital Roman Numerals indicate Major Chords
lower case indicate Minor Chords
The numbers themselves indicate the position in the scale , where DO RE ME 
= 1 2 3.   (oh, suddenly I hear an old Jackson 5 song coming on...)
