The "looping" effect you're hearing was done after the fact using a Lexicon 93 "Prime-Time" Delay, which has only 256ms of delay time, but has a wide ranging "Delay Multiply " switch (1x, 2x, 4x, and 8x..!!!) and a continuous delay adjustment of 1x to 0.5x. The effect you hear on that solo was done by using the the "Repeat Hold" button to capture snippets of the solo and then using the Delay Multiply switch to create half, double, quarter or eighth time loops of the captured snippets.

Played by Adrian Belew. I've always guessed that it was done with
post-production tape splicing. Stan Card points out that it may have
been done in real time with the original EH 16 second delay. (Though
most likely, someone else was operating the pedal.)
