right, so the 2 data values represent Note-On Velocity and Note-Off 
velocity.
If Note-On Velocity was zero the EDP (and any other device) would treat 
the Note=On as a Note-Off,
and wouldn't respond.

huh, 62 General reset *is* a Direct Midi.
..and that's a "voila"

Is it possible that you mean other Direct Midi's aren't working?
If they were SUS commands then that makes sense, and ties in with
your observation that longpress on Record (to give Reset) isn't working.

My guess is that your controller is sending Note-On/Note-Off pairs on
pressing the switch, not waiting for you to release it before sending the 
Note-Off.

So, the Direct Midi SUS commands will not be audible.
(e.g. SUS Reverse would reverse for such a small time that you wouldn't 
perceive it)
 

I had a look at the manual for your controller, it describes a number
of "button modes".
One of those is "Momentary while Holding"
....that's what you want.
(or whatever causes the Note-Off to be sent as you *release* the switch)
