Just for benchmarking...

I have a P4 2.4GHz PC laptop running Windows XP Pro, and with the ASIO 
drivers for my MOTU 828mkII set to a buffer size of 128 I get 2.5ms 
latency on real-time input in Sonar.

This is with several tracks of audio and MIDI playing concurrently, and 
running a live input through two or three effects (e.g. Renaissance 
Compressor -> Cakewalk Chorus -> Cakewalk Reverb).

Your mileage may vary.
