One thing is to find a host that suits your needs (webspace, low pay)
another is to find the appropiate software (simplicity, nice design).
They ofcause releate: The software needs server related featurs, this
may cost extra if they are not very basic.

Haveing said that, i think your needs will be fullfiled if you find a
host that provide PHP and MySQL, since a lot of free software that does
what you want depend (more or less) only on that.

So in order to find a cheap host you are to search for hosts that
provide both PHP and MySQL, and maybe other special features if the
software you want happen to depend on it.

Regarding finding the software, try freshmeat.net as a start and search
for CMS.
