i'm sorry to be so simplistic in my answer, but just do it! 

I'd do a macbookpro in general cuz to my mind you're dealing with better quality there, but in general your friend's experience mirrors many of ours.  

You don't need to look very much beyond fastest proc and max ram, after that, the world is your oyster, in either windows or OSX formats!  just get a good sound interface, the archives list everyone's prefs as to that.   and the software you mention, all rock, and check out SooperLooper for Mac in addition to Augustus Loop if you wish to loop, then you have two really different kinds of looping tools to play with. 

and now wait for all of the other answers to pile on as usual from this brilliant bunch.
