They only require a certain depth of the work to be considered for being protected. In general if any untrained amateur can do it, its not copyrightable, if you need knowledge and experience to create it is protected. There are examples though which usually relate to recognizable melodies. Though a melody can't exist without a rhythm, a rhythm can easily exist without a melody. Maybe it has mainly financial reasons, to consider a melody with a simple rhythm more complex than a rhythm without melody...
