i used to do double-opt-in via my own site using something called Dadamail. but as my list grew it became important for me to keep the email list away from my domain. now, for ease, i use a service called Fanbridge...and i'm very happy with it.
Fanbridge would solve the first part: collect and verify email (as you describe: i.e. double opt-in). and store them by zip code, so you can do targeted campaigns.
