Lots of good advice here, I'll just chime in that the sound card does make the biggest difference in latency settings. I currently use a USB interface (as Mark does) for convenience, I previously had an M-Audio PCI card and an RME PCI card that allowed me to drop below 128. I think I could go to 32 on the RME without problems with my otherwise same setup.
RME has a very attractive USB, but it's $800.
Mark, if you haven't already, visit the M-Audios website for the latest drivers. You should also try ASIO for all, as it might provide better performance than the stock driver.
256 is honestly pretty sucky.
