I too had that issue with my FCB boards. In total I have used three FCB's and they were all afflicted with random CC# leakage. I dealt with it by filtering out all MIDI events that I had not assigned to a specific function. But it could happen that a leaked CC happened to match an assigned function, so I was always "playing in the frying pan" so to say :-) The final solution, when my third FCB broke, was to buy a Gordius Little Giant instead. This board has not had any problems like that and it has already saved me money as the FCB's all break after almost exactly three years.
