Anyway, the edp even has features in it's design which are intended to be used as an instrument. You can load up to 16 samples and play them from a keyboard. Maybe it's not so interesting whether we call a looper an instrument, clearly it just depends on how we define "instrument". Perhaps we could ask, "If a looper is an instrument, what kind of instrument is it?"
