There's a Reaktor .ens that's just like this called "nuskool" (I
think) Comes free with Reaktor 5.  It's drum machine based but it
doesn't seem like it would be hard to make it spit out MIDI to another
instrument.  Now if someone would make a Light Brite that transmits
OSC... ;)
