The reason why it doesn't work is because the market isn't free. Due to some hideously ugly examples by many governments (and the German one is clearly in the lead here), people (and these are both the man in the street and the big industry leaders) have grown accustomed to the concept of privatizing wins and socializing losses. "Subsidy" being one of the main evil words.

The problem is not the system - it's the failure to operate according to it.
