I'm afraid I've never heard of such a software. Usually you simply
create a short mp3 clip, beside the original full length mp3 file, and
write the html code in such a way that the clip is streamed to the
listener instead of downloaded. You can as well compress the clip at a
higher rate, much appreciated by anyone sitting on a slow Internet
connection.
